No, having a time of year doesn't mean a woman is fertile. My friend who is battle infertility has a length every month. The monthly flow does not ensure ovulation or fertility.
The best way to find out if you ARE indeed ovulating is next to a simple bloodtest. However, most doctors wouldn't do this unless there be reason to check... approaching, say, for instance, if you own been trying to conceive for a long time, unsucessfully.

By the time you hold your period, the egg have been released (you've ovulated) and is very soon being shed along near the endometrial lining (period blood). It's microscopic, so don't try to find it :)
